Both values are ceilings applied together — a batch is cut when adding the next line would exceed either limit (whichever hits first; no priority). Every batch stays within both limits. Exception: a single line larger than max units becomes its own batch, since one line is never split.

Each selected order becomes one tote on the picker's cart — one route, items sorted into totes as scanned. Selection order = tote number. Packing and fulfillment are unchanged: every tote is verified as its own order.
